Restorative Justice in Permanent Supportive Housing
RCS is partnering with Delivering Innovation in Supportive Housing (DISH) and the San Francisco Bar Association’s Conflict Intervention Service to co-develop a Restorative Justice pilot for permanent supportive housing.

This project addresses a pressing need: traditional eviction and lease enforcement practices in housing often create distrust, harm relationships, and disproportionately impact communities of color. Our restorative model offers an alternative—focusing on healing, accountability, and community resilience.

What We're Building:
-
Tiered restorative practices that support all tenants, with targeted interventions for those at higher risk of eviction.
-
Staff and peer leader training in restorative circles, mediation, and trauma-informed communication.
-
Policy alignment to replace punitive processes with restorative pathways.
-
Collaborative evaluation with UCSF and Moira DeNike to track outcomes and document lessons.
Anticipated Outcomes:
-
Stronger resident-staff relationships.
-
Reduced conflict and eviction rates.
-
Greater equity in housing retention.
-
A replicable model for other supportive housing providers across San Francisco and beyond.
